If an LMIA is required, the employer must apply for it first. After the LMIA is approved, the foreign national can move ahead with the work permit application. At the time of applying, the applicant must include the approved LMIA and related details as part of their submission.
A Labour Market Impact Assessment, commonly called an LMIA, is a document some Canadian employers need before hiring a foreign worker. It is used to show that bringing in a foreign national will not harm job opportunities for Canadians or permanent residents.
When an LMIA is approved, it shows that the position could not be filled locally and that hiring a foreign worker is justified. This approval is sometimes issued in the form of a confirmation letter, depending on the case.

LMIA
The Owner Operator LMIA option allows a foreign national to come to Canada not just as an employee, but as a business owner who is directly involved in daily operations. To meet this requirement, the applicant must control at least 50.1% ownership in an existing Canadian business or in a new business they set up in Canada. This route is commonly used by individuals who plan to run their business themselves and later use that Canadian experience as part of their long-term immigration plans.
