Québec Self-Employed Program

This program is for you if you want to settle in Québec and work for yourself. It is mainly used by people with experience in arts, culture, or athletic activities who plan to continue the same type of work after moving to Québec.

Quebec Self Employed Program (QSEP)

To apply under this program, you must meet Québec’s basic immigration requirements.

You need to live in Québec and practise your profession or self-employed activity there. You can work on your own or with partners. Hiring paid help is allowed if your activity requires it.
You must show a minimum net worth of CAD $100,000. This amount can be combined with your spouse or common-law partner if they are accompanying you. You will be asked to explain where this money comes from and provide proof that it was earned legally.
You are required to make a start-up deposit with a financial institution in the area where you plan to work: 1. If you plan to work outside the Montréal Metropolitan Community (CMM), the deposit is CAD $25,000. 2. If you plan to work within the CMM, the deposit is CAD $50,000. You only make this deposit after you receive a letter confirming that your application file has been opened.
Your application is reviewed using Québec’s selection grid. Your background is looked at across several areas, including education, age, language skills, and your work experience. In most cases, you need to reach 63 points out of 107 for your application to move forward.
Knowing French usually works in your favour and can improve your overall selection score.
If immigration authorities ask for an attestation or any additional document, you are expected to submit it within 60 days of the request.
If your occupation falls under a regulated profession or trade, you must obtain permission to practise in Québec. This applies even if your degree or professional licence was issued outside Canada.
