Ontario Workforce Priority Stream (OWPS): Why CELPIP and strong language scores can boost your provincial nomination chances

The OWPS uses an Expression of Interest (EOI) ranking to select candidates for provincial nomination. Language proficiency is a controllable factor in that ranking: candidates can earn up to 15 points for official language ability plus extra points for knowledge of Canada’s official languages. For employer-supported applications, the employer must submit the job offer before the candidate can register an EOI.

How language is scored in OWPS
– Official language ability (based on the lowest CLB across reading, writing, listening and speaking): up to 15 points.
– CLB 9 or higher = 15 points
– CLB 8 = 12 points
– CLB 7 = 8 points
– CLB 6 = 4 points
– CLB 5 or lower = 0 points
– Knowledge of official languages:
– Two official languages = 10 points (requires at least CLB 6 across all four areas in both English and French)
– One official language = 5 points

Because the primary language score is determined by the lowest CLB across the four skills, improving your weakest area is essential to raise your OWPS language points.

OWPS ranking also considers occupation, wage, work region, education, work experience, earnings history and legal status in Canada. Many of those factors are fixed or slow to change.
